01 / THE QUESTION THAT MATTERS
The annual PIT enumeration is a snapshot, not the number of people experiencing homelessness over a year. Methods and coverage can change. The 2021 source is a sheltered-only count.
| Year | Source count | Count scope | Evidence |
|---|
THE EVIDENCE JOURNEY
Follow an actual Homekey project through four questions. A documented award is a starting point. Payments, delivery and lasting housing outcomes each need their own evidence.
BEYOND A SINGLE NIGHT
The point-in-time count describes one enumeration. Monthly HMIS reports describe activity among participating programs. They answer different questions.
The source defines “First Time Homeless” as a first interaction with a participating program. Reported housing events do not establish long-term housing stability. Subtracting these figures would not measure net homelessness.
02 / FOLLOW THE RESOURCES
We keep their accounting bases separate. There is no reconciled countywide provider-payment total in this release. Historical City-identified spending cannot be divided by today’s regional PIT count to measure effectiveness.
03 / WHO DOES WHAT?
A funder, governing body, contracting agency, operator and evaluator may be different organizations. Their names alone do not establish a funding or governance relationship.
County departments, cities, the Housing Authority and Housing Commission have different jurisdictions and responsibilities. Inspect the source’s agency and program scope.
RTFH’s regional reports describe participating systems and defined populations. A participating-agency roster is not proof of a contract or a complete provider census.
Connect legal entities, programs, sites and dated governing roles through documented identifiers. Program-to-contract and complete board/officer crosswalks remain incomplete.
THE COUNTY PROGRAM INDEX
Explore 107 department/program entries extracted from the County’s FY2023–2024 Annual Framework Index. The source reports estimated expenditures. Names below preserve the exact program anchor line; wrapped names and full descriptions require the original PDF. These entries are not a current provider census or a reconciled spending total.

04 / FROM A PROPOSAL TO FOLLOW-THROUGH
This shows the evidence needed for a documented journey. It is not an asserted chain for every program. Complete topic-related roll calls, stated rationales and implementation links remain collection work.
Read the adopted motion separately from staff advice and an official’s explanation. A public statement does not prove motive. Missing minutes, vote details and implementation records remain visible gaps.
Open the existing political research workspace →05 / BE PRECISE ABOUT IMPACT
What was spent? How many beds, contacts, households or participating people were reported? Each is a different unit.
Who entered permanent housing, how long did it take, and what subsequent events were observed? Include eligible cohorts, unknown outcomes and follow-up.
Did an evaluation establish what the intervention contributed? A before/after chart or a low cost per recorded exit does not answer this alone.
No recorded HMIS return is not proof of verified housing retention. Modeled health prevalence is not a measure of a local intervention’s effect. This release assigns no provider ranking or causal score.
| Measure | Value | Period / estimate type | Scope | Evidence |

06 / WHAT HAPPENED AFTER THE FINDING?
Read the report, the agency response and later implementation evidence together. A recommendation is not a criminal finding; an agency’s promise is not proof of a completed correction.
These are the official tracker’s displayed assessments for four City of San Diego recommendations from report 2023-102.2, as retrieved for this release. They are not countywide findings or Observatory determinations.
Official archives now contribute report and response documents to the research corpus. Full recommendation-to-respondent-to-corrective-action review remains incomplete; acquiring a document does not verify every statement in it.
07 / THE RESEARCH DESK
Search acquired official documents and existing outcome reports. This public library contains metadata and citations; the retained full-text corpus is separate and follows source terms.
These source families contain many records beyond this topic. Their row counts are not homelessness spending, health spending or confirmed relationships.
